According to IDRO's Institutional missions and strategic goals to globalize the country's industries, the High Technology Development Deputy was established in order to focus on advanced technologies and industries.
Advanced technologies including Information & Communication Technology (IT), Advanced Materials, Bio-Technology & Life Science, Electronics and Micro Electronics and Nano-Technology, are increasingly changing world industrial scene, influencing every facets of global community and their share on world industrial production is rapidly increasing.
The principal characteristics of Advanced technologies and their dependent industries are:High rate of technical knowledge, Progressive infiltration in industries and services, Progressive infiltration in every day's life, High amount of creativity & High added value.

According to mentioned specifications of selected technology areas, IDRO has established appropriate criteria and mechanisms to support hi-tech development process from idea generation to know-how creation and finally to produce and delivery of products and services to the market. Established mechanisms for creation of know-how, implementation of pilot plants and scaling up of research projects to prepare investment opportunities are: Entrepreneurship development plan, Innovation development plan, Small Business Development Center (SBDC) plan & Up-gradation of Research and Development at affiliated companies.
Execution of IDRO's mission in Hi-tech Investment Development, takes place through identifying the suitable subjects, preparing feasibility study and Business plan (B.P), identifying local or foreign investors, know-how owners and technology providers in order to establish partnership and joint-venture, foundation of small and medium enterprises (SMEs) with local and foreign partnership for execution of approved investment projects and commercialization of technology, and finally implementation of investment projects. According to above activities, IDRO has founded special-purpose companies in each sector of High-Tech, which co- ordinates all relevant activities for investment and business development. These entities are: Life Science Development Company (LIDCO), Information Technology Development Center (MAGFA), Iran InfoTech Development Company(IIDCO), Advanced Material Industrial Development Company(AMIDCO) & Emad Semi Conductor Company.
Also as a major component of innovation cycle, design and implementation of Venture Capital (VC) fund has been planned, that will focus on middle stages of product & technology-based business development.
